No, I can't select English with my game version. I can only select French/German/Italian. It seems EA made a different version of the game for these countries. I don't know why they did this but it was already the same in ProStreet.
So I think all players who have one of these languages can't change their game to english, it only works for the languages listed below the first and the third patch here:
